The bike-hailing pilot service project, also known as motorcycle taxi will be implemented in the Klang Valley area starting from January 2020. The rides which will be implemented under the "proof of concept" (POC) project will take six months as a result of the condition set by the Ministry of Transport to regulate the public transport services and motorcycles.

Transport Minister Anthony Loke has assured that bike-hailing services will be subjected to conditions similar to those set for e-hailing services.

He said the ministry was currently in the process of developing legal frameworks and conditions for services such as Dego Ride and GoJek.

He commented “While the amendment of law will take time including the need for presentations and approval in Parliament, the government has agreed that the mediation business will be interested in providing pilot projects.

“During the POC period, they can prepare and test the implementation of bike-hailing services.

"This period also enables the government and the companies to collect data, assess the level of demand, assess the level of acceptance and other operational requirements,".

This was in response to questions by Nik Nazmi Nik Ahmad (PH-Setiawangsa) during Minister's Question Time in Dewan Rakyat on Tuesday (Nov 5), who wanted clarification on when pilot projects for ride-hailing services such as Dego Ride and Gojek would be started.

Loke said that for the purpose of safety and standardization, the ministry also set certain conditions that companies need to adhere to when implementing the POC process.

The only requirement of the POC is that it will be confined to the Klang Valley unless there is demand in other areas.

Riding-hailing drivers must have a full driver's license and must not be less than 18 years old, and can only carry one passenger at a time. Drivers should also use clear signs and motorcycles signs and must comply with all road rules.

The Ministry of Transport along with other agencies such as the Land Public Transport Agency (APAD) and the Road Transport Department (JPJ) are detailing all the rules and procedures as well as all the preparations at the administrative level related to the implementation of the POC.

Bike-hailing services is expected to be an important component of the nation's efforts to improve on the last mile connectivity for the public transportation system.
