"The Government has linked health with development since only a healthy population can contribute towards national development," he added. The Union Health Minister stated, "We must ensure that our people do not become ill in the first place. This is why our Government has been emphasizing Health and Wellness Centers. The focus needs to be on wellness and treatment."

Dr. Mansukh Mandaviya, the minister of health, added that any policy should be forward-looking. Along with expanding medical facilities, the government is also boosting the number of medical schools and MBBS seats.

The Minister said, "The cornerstone of India's philosophy has been to seek the wellbeing of everybody. By the time the nation's youth graduate from Medical Colleges, the country will have evolved into a medical tourism hub, providing treatment to patients from all over the world."

Dr. Mansukh Mandaviya continued, "Around 3 out of every 10 scientists and research scholars worldwide are Indian, and the Government's research policy encourages and supports talented youth who wish to pursue innovative research projects regardless of their affiliation with a private institution or a public one. India aims to be a leader in innovation and research."
